3 ram sticks in 4 slots

Should this be closed? I could use any help you can provide? It sits right by the CPU fan and by a board descripter that says SIM1 SIM2, SIM3, SIM 4. There is a jumper with 2 pins marked J1 on the board that has no shorting top on it. I tried going into bios and downclocking the memory to 2133. I tried loosening slightly the screws but it did not make a difference. I first tried an aftermarket cooler but couldn't get it to stay on the CPU, so I switched to an extreme low profile Intel Cooler. I've tried removing the CPU to check for bent pins with a microscope but have not found any. I've been reading the forums for an answer. Nothing in either slot 3 or 4 will allow computer to boot. I can also run single channel 16 GB by using slots 1 and 2. When I only place either stick of Ram in slot 2, it will post and I can go into bios. It is a kit with 2 8Gig Sticks of DDR4 Memory that runs at 2400. My memory is Corsair Vengeance LPX Model # CMK16GX4M2A2400C16. I've been testing it along during the build, and when I had 2 memory sticks placed in the recommended slots 2 and 4 it would not post or even provide power to USB.

I recently purchased this motherboard to go with an i7 7700 I bought.
